The following challenges will impact the budget in the next biennium: · Modest growth in Town revenues due to limited increases in the Grand List, cutbacks in state and federal aid, low interest rates. · Long range planning, prioritizing of programs and services, strategy development town-wide, not department-wide. · Continued improvement in the efficiency and effectiveness in delivering programs. The soon-to-be implemented Outcomes Based Budgeting, (budget presented by activities and programs) integrating results-oriented, strategy driven business planning with measurable outcomes will allocate funds based on program performance and better cost information. Activity levels, outcomes and cost effectiveness of programs will be evaluated annually and funded accordingly. The result of this initiative will be a more transparent budget and greater accountability. |
